As a last post I put this together to support I and Rick's emphasis on financial resources. The data comes from: http://spendingdatabase.knightcommission.org/reports/e4701a13

If we can get a $1.5 million/yr kick from a student fee it will improve our position vs some of our CUSA competition, but several schools are dramatically increasing spending vs Tech's increase. With a few exceptions we were pretty competitive in 2015 (the last year statistics are available). $1.5 million will do little to improve our competitiveness vs CAA or MWC or P5.

As Rick says Tech will need significantly more money to progress. It will need every fan it can find regardless of where that fan lives. It will need significantly increased alumni support and an increase in the student body.
