A nice aggregation of recent news on the topic:

The Athletic's
Auerbach continues to lead the way on one-time transfer developments. Provides context on four key questions circling the discussions. Of note, "Individual conferences will also likely need to set intraconference transfer policies. For example, could a UNC women’s basketball player transfer and play right away at Wake Forest as long as she’s in good academic standing? Those are questions that will need to be answered. [...] The NCAA has begun to reach out to commissioners and coaches associations, among other groups, to request feedback." America East Commish Huchthausen adds, "Everyone recognizes that something has to be done. We’re at a point where we’ve tried to tinker with transfer issues at the edges and press all these different levers, and it hasn’t changed anything. If anything, it’s gotten people more frustrated with the system. So, maybe we fundamentally need to change the premise behind a transfer waiver." (link)
+ Big 12 Commish Bowlsby: "The academic data is pretty clear. The year in residence has a positive effect on graduation rates and academic performance. Having said that, I think the most important thing is that we ought to have everyone doing the same thing. If some sports are sitting, they all ought to sit. If some sports are getting one-time transfer without a residence requirement, then everybody ought to have that opportunity." Bowlsby adds that his league ADs will meet next month & that he could still "be persuaded either way."

+ SEC Commish Sankey says his team will evaluate & discuss, "I have repeatedly stated my view of the need for an educationally sound, fair and consistent approach to transfer policies and we will work to evaluate the range of possibilities." (link)
+ Michigan AD Manuel: "That’s great news, it really is. The idea is that everybody can transfer one time. The second time you transfer, there is no waiver. Everybody sits. There should be no waiver process. This gives everybody a chance to transfer once." (link)
+ AFCA Executive Director Barry: "You go with a one-time transfer and add NIL, kids are going to be going for whoever pays them the most money. It’s a real concern for our coaches. You give them the one-time transfer and give them opportunity to negotiate an (endorsement) deal across the spectrum…. it’s free agency." (link)
+ USA Today's Wolken: "Despite the squealing from many coaches to come over the next several days and weeks about how this is going to ruin their sport and maybe America in general, the train is too far down the tracks to pull back now. And that’s a good thing. Because the fundamental principle for any big policy change should be rooted only in what’s best for the athletes. If it makes the coaches’ job harder, so be it. [...] The NCAA is on the verge of doing something truly beneficial for college athletes and eliminating one of the biggest sources of frustration within the NCAA ecosystem. There are still plenty of challenges for college athletics coming down the pike in the coming months, but getting this one resolved is a big step forward."
